ATTENTION: Dr.Goldberg:
I am writing this letter to inform you pursuant to the conversation on this day the 26th of February 2008, with Mr. Michele Ballenger, Immigration Officer, who denies the facts of the events which have led us to this point of informing you of the current dire situation.
Our entire family used JIAS to Emigrate 18 years ago. Ms Audrey Hamon, the baby of the family, arrived in Montreal, Quebec, on July 30, 2007 to rejoin her family and live near them permanently. When Audrey Hamon first arrived with her family, at that time, she was a minor and was listed as a Landed Emigrant on her Parents Papers; Mr. Andre and Mrs. Arlette Hamon. Audrey also was given her own Landing Paper, Social Insurance Card and Carte de Soleil.
After approximately a six month stay she returned to the US to complete her studies and traveled during school breaks to reside with her family in Montreal. During that time Audrey’s’ Landing Papers were destroyed due to a fire.
Upon Audrey’s’ return to live in Montreal, QC, she went to JIAS to verify her current status. She was instructed by Ms. Yael Susana to meet with Mr. Michele Bellanger, acting Immigration Officer for JIAS, which is when all of these horrific problems began.
Their meeting took place as follows:• Audrey Hamon, Catherine Hamon, sister, and Mr. Michele Belanger, Yael Susana all presided at this meeting.• All current documentation was presented: Katubah, Social Insurance Card, Expired Carte de Soleil as of 1993 and parents Landing Papers, which included Audrey’s name as she was a minor during that time.

Mr. Michele Bellanger instructed Audrey to:1. Use her parents Landing Papers as opposed to requesting her own Landing papers In August 20072. He was in charge of checking her status by her Social Insurance Number3. He initiated the directive of leading her through the steps necessary for the Immigration process.4. He gave her a list to follow in the order presented of the necessary agencies to contact for completion of the process of being a “PERMANENT RESIDENT”.At the end of August 2007, Mr. Michele Bellanger contacted Audrey and stated “congratulations, you have Permanent Residence Status; you have all the rights of a citizen with the exception to vote”.
While looking for work, based on this information, the next step in the process was to contact Medicare, based on the list provided by Michele. She called to inform him of this action and he stated “ask for an extension immediately”, you require a “Permanent Resident Card”. This is the first time a Permanent Resident Card was ever mentioned.Within the same hour Medicare stated: “No extensions, No exceptions” and penalized her for 3 months from the point of receipt and presentation of her Permanent Resident Card.
Second meeting: Paper work was provided to request Audrey’s’ own Permanent Resident Card, also a form to present to Medicare. From the time you call Medicare you are allotted 45 days to provide all required documents.
Due to not requesting a duplicate copy of her destroyed Original Landing Papers, no agencies are willing to accept the families landing papers. This should have been the first thing done to avoid the loss of her physical and mental state, along with the months that have passed with her suffering due to a terrible fall in the building where she resides. She ruptured two discs in her lower lumbar, and tore part of her knee. This information was made available to JIAS for EMERGENCY HELP, as she has been completely incapacitated for more than three months now AND LAYING ON HER SISTERS COUCH AT 33 YEARS YOUNG. She has not been able to:• Stand erect• She cannot shower or go to the bathroom on her own• She is in agony 24 hours, 7 days a week with no relief• Her mental capacity has deteriorated due to the non-stop suffering• She is losing her will to live• She is being evicted• She is losing everything she has ever owned • She cannot sleep, eat, and does not stop crying from the pain• SHE HAS NOT BEEN ABLE TO GET MEDICAL CARE DUE TO MR. MICHELE BELANGER DIRECTIVES. In addition, she has been left penniless.

We called JIAS repeatedly for help. 1. Mr. Michele Bellanger would not return a phone call for three months, e-mails or any of the staff. 2. When we finally contacted Mrs. Shelly Lettinger she stated she is not the one in charge and we needed to contact a Ms. Monique.3. We were told that we would have a telephone conference call with all the parties involved to see what if any help JIAS could provide.4. The next day an e-mail was sent by Ms. Yael Susana stating they had the meeting without us and had the papers and directives Mr. Michele Bellinger provided to Audrey this would have been faster. The E-mail also stated they would not provide Audrey with any help.5. Again, the same point was reiterated that the agencies will not accept our families landing papers and will only accept her own and that has to be sent along with her application for her Permanent Resident Card.6. Another meeting was scheduled and we were to be given an answer by today, February 26, 2008, as promised by Ms. Yael Susana. We received a call at 4:55 by Mr. Bellanger who now states that he never instructed Audrey to use our families Landing Papers. He also hung up on Audrey with no further information.7. When asked has anyone called Immigration to see what the actual facts are, it was stated by Ms. Yael Susana that they were going by what Michele Bellinger was stating.8. I informed Ms. Yael Susana that Audrey had already applied for a duplicate copy of her own Landing Paper, to which she was surprised, asked us to fax it and asked us where we obtained it. It appears that No one was aware that this was possible and this would have avoided all of these unnecessary and painful problems.9. Until CJA (Bonnie) got involved, they were unreachable, unresponsive to all of our attempts to reach them. Immediately, after Bonnie called, we received a call from Ms. Yael Susana.

We have contacted CJA who called JIAS to verify the situation and wanted to offer us immediate help as she has no food, no medical care and the situation is worsening daily. JIAS stated they are responsible for Audrey and she is their client therefore CJA-Bonnie cannot help unless JIAS relinquishes their responsibility or decides to actually help instead of postponing this matter for three months while she is suffering and still receiving no help at all and there is no indication of help to come.

NOT ONLY IS THIS INHUMANE BUT THIS GOES AGAINST EVERY PRINCIPAL OF CHESSED OR JEWISH LAW, WHICH IS WHAT WE BELIEVED JIAS STOOD FOR.
All of the listed agencies have now been contacted:1. Protecteur Des Citoyennes2. Droit de Personne3. Commission de PLEINTES for RAMQ4. Handicapped Services5. CLSC6. Tracom7. Project Genesis8. Jewish Family Services9. Legal Aid10. Jewish Federation, Montreal

We are in the hope that this letter will be taken under serious consideration as JIAS has caused nothing more than extending the agony she is in. In addition they have claimed that she is their client but have done absolutely nothing to help since August 2007. They have not allowed CJA to help since they are claiming that they will but cannot to date give us any help or any answers other than arguing about this Landing Paper situation.
We are sincerely hoping that we can find an amicable decision upon receipt of this letter. However, our family is expecting an answer within five days of receipt of this letter or we will have no choice but to commence proceedings against JIAS.We have retained the correspondence via e-mail between us and this shall also be submitted.
Our goal is not to hurt JIAS but we are seeking JUSTICE for the unforgettable suffering Audrey is going through and for all her losses due to none of the other agencies being able to help because of these papers. She cannot even get assistance for Social Services. In addition, it appears that JIAS cannot keep their word with regards several meetings they schedule with us or with giving us an answer as promised.

Thank you,
PLEASE HELP ANYWAY YOU CAN, URGEN NEED
